2) Will the 0.75 mm2 ferrule work on 20 AWG or 16 AWG wire?
No. The F9003 barrel is sized for 18 AWG / 0.75 mm2 only. A 20 AWG conductor will not fill the barrel enough for a sound crimp, and 16 AWG will not enter it. Step to the ferrule sized for that conductor instead.
3) Is the Sta-Kon F9003 ferrule insulated or bare?
Bare metal, no plastic collar. The F9003 is a non-insulated ferrule in copper with a metallic finish, so if you need the color-coded insulated collar for strain relief or for an identification scheme in a panel, pick an insulated ferrule instead.
4) Why use a wire ferrule on stranded wire going into a terminal block?

Yes. Ferrules are crimped with a four-indent or hex ferrule crimper matched to the 0.75 mm2 / 18 AWG die position. A standard insulated-terminal plier crimper will not form the barrel correctly. No tool is supplied with the ferrule itself.
