1) What wire sizes does the Sta-Kon B14-12 ring terminal accept?
The B14-12 ring terminal is built for 18 to 14 AWG stranded or solid copper conductor. Anything heavier than 14 AWG will not seat in the barrel, and running a 16 or 18 AWG lead in it is within range. For 12 AWG and up you need a larger barrel terminal.
2) Is the Sta-Kon B14-12 insulated, and does that matter for where I install it?
It is a non-insulated ring terminal, bare copper with no sleeve over the barrel. That means the crimp and a short length of conductor stay exposed, so it belongs inside an enclosure, panel, or junction box, or it needs heat shrink added over the barrel after crimping. If you want the insulation built in, choose a vinyl or nylon insulated ring terminal in the same 18-14 AWG range instead.

5) Why pick a ring terminal over a fork or spade terminal for a panel connection?
A ring terminal like the B14-12 is a closed barrel ring, so the nut has to come all the way off the stud before the conductor can leave it. That is what you want on vibrating equipment, motor leads, grounding, and anything safety related. A fork or spade slides out sideways and is quicker to service, which is why it shows up on terminal strips you expect to re-terminate. For a 1/2 inch stud, the ring is the standard choice.
6) Can I use the Sta-Kon B14-12 on aluminum conductor?
No. It is a copper terminal and is intended for copper conductor only. Aluminum needs a terminal specifically marked AL or AL/CU with the appropriate inhibitor compound, otherwise you get galvanic corrosion and a hot joint at the lug.
