No. The 43730 is high-impact ABS and is intended for ABS drain line applications. ABS cement won't make a sound joint to PVC, so on a PVC line you need a PVC cleanout instead.

No. The Oatey 43730 is not intended for underground use. It's for DWV drain lines that stay accessible, such as a stack or branch cleanout inside the building. For a buried line you need a cleanout rated for below-grade service.
