1) Will the Oatey 43514 closet flange fit 3 inch or 4 inch DWV pipe?
Both, and that's the point of the 43514. It solvent welds inside 4 inch Schedule 40 DWV pipe, or over the outside of 3 inch Schedule 40 DWV pipe. One flange covers the two pipe sizes you normally run into on a toilet rough-in, so you don't have to carry both an inside-fit and an outside-fit flange on the truck.
2) Can the closet bolts be rotated after the flange is set?
Yes. The metal ring on the Oatey 43514 is adjustable, so you can rotate it to line the closet bolts and the floor screws up with the toilet and the subfloor framing after the flange body is already solvent welded in place. Useful when the stub-out isn't square to the wall.
3) Can I glue this flange to PVC drain pipe?
No. The 43514 body is ABS, so it takes ABS solvent cement and bonds to ABS DWV pipe. If the line in the floor is PVC, use a PVC-bodied closet flange instead, or a listed ABS-to-PVC transition. ABS cement on PVC is not a sound joint under a toilet.
4) What is the pull tab on the Oatey 43514 flange for?
It's a test cap tab. The flange ships with a knockout plug you can leave in to pressure or water test the drain line, then pull the tab to remove it before you set the toilet. No chiseling or sawing out a test plug.
5) Do the closet bolts stay put when you're setting the toilet on this flange?
The metal ring includes a bolt slot shelf that holds the closet bolts upright and keeps them from dropping or spinning while you lower the bowl onto the wax ring. That's the difference between this and a plain plastic-ring flange, where the bolts tip over the moment you lift the toilet.
6) How many fasteners can I use to anchor the Oatey 43514 to the floor?
Eight anchor points total: two mounting slots plus six countersunk screw holes in the metal ring. The countersunk holes let the screw heads sit below the ring face so nothing interferes with the wax ring or the bowl base. The ring also sits flush on the finished floor.
7) Is the metal ring on this closet flange going to rust in a bathroom?
The ring is powder coated, which is the corrosion protection on it, and the flange body itself is ABS plastic so the body won't corrode at all. The finish is black.
