Both. The Oatey 43558 Easy Tap closet flange goes over 3 inch pipe or inside 4 inch pipe, so one part covers the two common DWV rough-ins under a toilet. It is a straight (not offset) flange, so the pipe needs to come up plumb under the closet bend location.
2) How does the 43558 toilet flange attach to the pipe - is it solvent weld or push fit?
