Two different devices for two different jobs. The 7803 is 3-pole, 3-phase, 30A at 600VAC, meant for heavier motor and equipment disconnect duty. The 1221I is single-pole double-throw, 15A at 120/277VAC, for lighter manual switching, such as a three-way style control on a single circuit. Same matte ivory thermoplastic body on both, same UL 508 and CSA listings. If you are switching three phases, the 1221I will not do it.
2) Does this manual motor controller mount in a standard device box, and what wall plate do I need?
It uses standard device-box mounting dimensions, so it drops into a normal single-gang device box or a panelboard-style enclosure without special prep. The finish is matte ivory, and Pass & Seymour calls out compatibility with TradeMaster unbreakable plates, radiant screwless plates, and metal wall plates. A plate is not part of the switch, so order it separately to match the opening.
3) Is a manual motor controller like this the same thing as a magnetic motor starter?
No. This is a manual controller, meaning an operator throws it by hand to start, stop, or disconnect the motor. It has no coil, no overload relay, and no remote start/stop or low-voltage release, so it cannot be controlled from a pushbutton station or a BAS output and it does not provide motor overload protection by itself.
