1) Will a jumbo wall plate cover the oversized cutout left by a previous plate on a 4-gang switch box?
That is what the TradeMaster TPJ jumbo size is for. The TPJ format adds 3/16 inch of width and height over Junior-Jumbo plates, so it covers more wall around the box opening, which helps on patched drywall, chipped paint, or an oversized cutout. The 4-gang plate measures 8.75 inches wide by 5.0625 inches high with a 0.25 inch depth.
2) Does the Pass & Seymour TPJ4 plate have four toggle switch openings or is it a combination plate?
Four toggle openings, all the same. The TPJ4 is a straight 4-gang toggle plate, so it suits four standard toggle switches ganged in one box. If any position in your gang is a decorator/rocker device, a receptacle, or a blank, this plate will not cover it and you need the matching combination configuration instead.

It does not correct a recessed box, though: the plate is only 0.25 inch deep and sits against the finished wall, so a box set back behind the drywall still needs a box extender to bring the switches forward.
