PDQ lists the Extra Duty Arm, Door Saver Arm, Door Saver Hold Open Arm and Extra Duty Arm Hold Open as parallel arm (PA) applications only. The Regular Arm and Hold Open Arm can be mounted regular, top jamb or parallel arm, with a parallel arm bracket required for PA mounting.

Different problems. A back plate like the 319008 gives you a mounting surface for the closer body. A drop plate lowers the closer or shoe when there is not enough flat face height above the door, and PDQ lists top jamb and parallel arm drop plates for that. If your issue is a 1/2 inch blade stop in the frame instead, that calls for the blade stop spacer, and in a narrow frame the NFB narrow frame bracket has to go with it.
5) Does the 319008 back plate affect which arm mounting I can use on a PDQ 3100 closer?
The plate itself is a mounting surface; the arm decides the mounting. PDQ's regular arm and hold open arm can be mounted regular, top jamb or parallel arm, with a parallel arm bracket needed for PA. The extra duty arm, door saver arm, door saver hold open and extra duty hold open are parallel arm only. Pick the arm for the application first, then the plate and bracket that support it.
