The LT342 is a staking pin for interchangeable core cylinders built with chamber caps. After the pins are set, the cap has to be staked back in place so it stays put in the chamber, and that is the job this pin does. It is a hand tool for the bench, not a part that goes into a door.
2) Will the Pro-Lok staking pin work on any interchangeable core, or only certain ones?
Only cores with chamber caps. That is what the staking pin is made for, per the tool's own spec. If the core you are working on retains its pin stacks some other way, this pin has nothing to stake and it is the wrong tool for that job.
3) Do I need the Pro-Lok LT340 tool to use the LT342 staking pin?
The staking pin can be used with the Pro-Lok LT340 I/C Rekey, Decode and Dump Tool. They are sold separately, so a locksmith setting up an I/C rekeying bench usually orders both: the LT340 to decode and dump the core, the LT342 to stake the chamber caps back down afterward.
4) Is the Pro-Lok LT342 a replacement part for a lock, or a locksmith tool?
It's a tool. Nothing about the LT342 gets installed in a door or a cylinder; it is a staking pin used at the bench to work on interchangeable core cylinders. A property manager pricing out door hardware does not need this part, but the locksmith rekeying their cores does.
