1) Will the RCI 7304 electric strike work with a cylindrical lockset, or do I need a mortise version?
Both. The 7304 is listed for cylindrical locks as well as mortise exit and latch locks, and it's non-handed, so the same unit goes on a left or right hand opening. What actually governs the fit is the latch: it's built for a 5/8 inch (16mm) latch projection with a 1-1/2 inch (38mm) cut-out depth in the frame. Measure the projection of the latch you have before you order.
2) What is the difference between fail-safe and fail-secure on the RCI 7 Series strike, and which do I want?
The 7304 is the fail-safe version: it stays locked while powered and releases when power drops, so the door can be pushed open on a power failure. That's what you use on an egress path or where a fire alarm interface has to release the door. If you want the opening to stay locked when the power goes, you want the fail-secure variant of the 7 Series instead, not this one. The 7 Series is offered in both.
