1) What exactly is the Sargent 13-0401, a whole mortise cylinder or just the plug?
It is the plug alone, the rotating core that carries the bottom pins and accepts the key, not a complete mortise cylinder. It is a replacement part meant to be built into a Sargent 40 Series mortise cylinder assembly. If you need a working cylinder to install in a mortise lock, order a complete 40 Series mortise cylinder instead; order the 13-0401 when you are rebuilding or re-keying a cylinder you already have and the plug itself is worn, damaged, or needs to change keyway.
2) Will a Sargent 13-0401 plug work in a restricted or high security key system?
No. The 13-0401 is part of Sargent's conventional key system, the standard pin tumbler platform, in HB or LC keyway. It is not a plug for a patented or restricted high security system, and it will not key into one. If the building runs a restricted system, the replacement plug has to come from that system's family, not from the conventional line.
3) Does a Sargent mortise cylinder plug come pinned and keyed, or do I pin it myself?
A plug is ordered by keyway, HB or LC, and finish. Pinning is done by whoever sets the cylinder to the building's key system, so plan on a locksmith or your own shop combinating it to the master or change key in use on that opening. You will need the bottom pins, top pins and spring set on hand for that work, plus the cylinder body the plug is going back into, since the 13-0401 is the core only and not a complete cylinder.
