1) Can the Satco S29447 PAR38 LED go in a fully enclosed outdoor fixture?
Yes. The S29447 is an enclosed rated lamp and carries a wet location rating, so it can go in sealed outdoor fixtures as well as enclosed indoor ones. It is listed for both indoor and outdoor use, and it can be burned in any position (universal burning position), so base-up cans, base-down pendants and horizontal wall packs are all fine.
2) Will 3500K match the other lamps in my building?
At 3500K this is a neutral white, between the warm 2700K/3000K typical of residential lamps and the cooler 4000K often used in offices and back-of-house. If your existing cans are 3000K, mixing in 3500K in the same sightline will read noticeably cooler. The color temperature is fixed, not field-selectable, so pick one CCT and standardize across the floor.
3) Is the color rendering good enough for retail or hospitality display lighting?
CRI is 90, which is the usual threshold specified for retail merchandise, hotel lobbies and food service where skin tones and fabric color have to look right. Paired with the 3500K neutral white and a clear lens, it is a reasonable fit for display and guest-facing areas rather than warehouse or utility spaces.

It is not a three-way lamp. In a three-way socket it will operate, but only at a single output level rather than stepping through the three settings. For stepped control use a true three-way lamp, or put it on an LED-rated dimmer instead.
