1) Will the Satco S29860 9W LED PL lamp work in my existing fixture without rewiring the ballast?
The S29860 is a ballast dependent Type A lamp, so it runs off the existing compact fluorescent ballast in the fixture. Pull the old 4-pin CFL, drop this in, no rewiring. The catch is that the ballast has to still be good and compatible; when the ballast eventually fails, the lamp goes dark with it. If you would rather be done with ballasts entirely, you want a Type B (ballast bypass) PL lamp instead, which is wired direct to line voltage.
2) Can the Satco S29860 PL lamp go in an enclosed fixture or a damp location like a parking garage or bathroom?
Enclosed rated, so a closed lens or drum fixture is fine, which is where a lot of LED PL lamps are not permitted. Location rating is Damp, so covered exterior soffits, bathrooms and garages are in scope. Damp is not wet: do not use it where the lamp is exposed to direct rain or hose-down.
