Fixed at 2700K, warm white. There is no selectable CCT switch and no selectable wattage on this model, so what you order is what you get on the ceiling. That is the right behavior for a fleet: every can in the building lands on the same color with no chance of an installer leaving a switch on the wrong setting. If you need 3000K or 4000K in the same building, order the matching model for those areas rather than expecting to change this one.

It is a dimmable fixture on 120V line voltage. Existing incandescent-era dimmers often will not take an LED load this small down smoothly, so on a retrofit job the dimmer usually gets swapped for an LED-rated forward or reverse phase control at the same time. If you are standardizing a building, plan the dimmer change into the same trip.

Title 24 compliant, and it is also FCC compliant and RoHS compliant. That combination is what a spec on a California multi-family or hospitality job typically asks for on recessed retrofits, and the cULus listing covers the safety line item.

2700K is warm white, the color that reads closest to the old incandescent and halogen lamps. If your existing cans still have incandescent or halogen floods, this matches them. If a previous retrofit put 3000K or 4000K in some rooms, this will look noticeably warmer next to them, so keep the color consistent room by room rather than mixing within one ceiling.

A retrofit like the S39312 is for ceilings that already have working recessed housings. It screws into the existing socket and drops into the can, so there is no ceiling cutting, no attic access, and no electrical rough-in, which is what makes it practical to do a whole occupied building in a day. A canless or new-construction LED is the choice when there are no housings yet, when the existing cans are damaged, or when the ceiling is being opened anyway. If the cans are there and sound, the retrofit is less labor for the same result.

Rated at 35,000 hours. On a common-area circuit running roughly 12 hours a day that is about eight years before the rated point, and on a residential unit burning three or four hours a day it is far longer. For a property manager doing a building-wide relamp, that is the number that justifies doing all the cans at once instead of chasing burnouts. The body is aluminum, which is what carries heat away from the LED inside a closed can.
