No. On the QO342MQ200, both the cover and the grounding bar are ordered separately. Budget for a matching QO-series cover (surface or flush, depending on whether the can is going in a wall or on it) and a ground bar kit on the same order, or the panel arrives as a box and interior with no way to terminate your equipment grounds and no deadfront.
