1) Will a Schneider QOB bolt-on breaker fit a plug-on QO load center?
No. The QOB is a bolt-on breaker, meaning it fastens mechanically to the bus with a screw rather than clipping on. It belongs in a panelboard prepped for bolt-on mounting. If your enclosure takes plug-on QO breakers, the QOB will not seat on that bus and you need the plug-on version instead.

Pole count, and nothing else. Both are 20 amp QOB bolt-on breakers with 10kA interrupting capacity. QOB1201021 is single pole for a 120V branch circuit; QOB2201021 is two pole, occupying two spaces and switching both ungrounded conductors together for a 240V load such as a heater, HVAC unit, or water heater circuit.
3) Does the QOB have GFCI or AFCI protection built in?
No. This is a standard function thermal-magnetic miniature circuit breaker: thermal element for overload, magnetic element for short circuit. There is no ground fault or arc fault sensing. Where the code requires GFCI or AFCI on the branch, you need a dedicated protective breaker or a device at the outlet.
