At 3/16 inch overall, the screw is short. Measured from the face of the tapped hole it only travels that far, so on a lug or collar with a wall thicker than about 3/16 inch it will not protrude far enough to clamp the conductor. For thicker bodies step up to a longer 10-32 set screw in the same cup point style.

Cup point is the general purpose holding point, and it is what the JSS3216SS uses. The hollowed ring bites into the mating surface and leaves a shallow indentation, which is what you want for clamping a conductor, a shaft, or a collar you do not plan to reposition often. If you need to seat into a pre-drilled dimple without marring, a flat or cone point is the better choice.
