1) Will a 4-40 x 3/8 screw work for mounting a wall plate or device cover?
4-40 is not the thread used on standard North American wall plates and device yokes, those take 6-32. The JRMP117 at 4-40 x 3/8 is for smaller tapped holes, such as small enclosure covers, terminal strips, nameplates and instrument hardware. If you are screwing into a receptacle or switch strap, order 6-32 machine screws instead.
2) Is the JRMP117 a machine screw or a self-tapping sheet metal screw?
It's a machine screw, so it needs a pre-tapped 4-40 hole or a 4-40 nut. It will not cut its own thread in sheet metal. For unthreaded sheet steel, use a self-tapping sheet metal screw rather than this one.
3) Are these 4-40 screws plated for corrosion resistance?
They're steel with a zinc plating (the "MS St-Zn" in the call-out: machine screw, steel, zinc). Zinc plating handles dry indoor use in panels, boxes and enclosures. For wet, outdoor or corrosive locations, step up to a stainless machine screw instead.
