1) What driver do I need for the TP835SOC spanner screw?
A spanner (snake-eye) bit in 1/4-20 size, not a Phillips or Torx. The head has two round holes that a two-pin spanner bit engages, which is what makes it tamper resistant; no standard screwdriver will turn it. If your crew doesn't already carry spanner bits, order them with the screws or the box is unusable on site.
2) Are these stainless screws okay for outdoor or damp electrical enclosures?
The TP835SOC is 18-8 stainless, which is the common austenitic grade used for general outdoor and wet-location fastening. It holds up in exterior and damp interior work far better than plated carbon steel. For salt spray or coastal exposure, 316 is the step up from 18-8.
3) Why would I spec a spanner-head screw instead of a regular Phillips machine screw?
Security. Spanner heads are used where the public can reach the hardware: covers, exterior fixtures, enclosures, restroom and transit fittings. A Phillips or slotted screw can be backed out with anything in a pocket, a spanner needs a dedicated two-pin bit. Downside is maintenance access, so if a panel gets opened routinely, a standard drive is the better call.

Yes, the TP835SOC has an oval head, which seats into an 82 degree countersink and finishes slightly domed above the surface. On flat, uncountersunk sheet metal the head will sit proud and won't pull in evenly, so use countersunk material or a finish washer.

No, the box is 100 screws only, no nuts or washers. If you are not threading into a tapped hole, add 1/4-20 nuts, and match them in 18-8 stainless to keep the dissimilar-metal corrosion down.
