1) What driver bit do I need for the Metallics TP616SFC tamper-resistant screw?
You need a pin-in-star (security Torx) bit, not a standard Torx. The TP616SFC is a star drive with a center pin in the recess, so a solid standard Torx bit will bottom out on the pin and will not seat. Keep a set of pin-in-star bits on the truck if you are installing these on covers or enclosures you want to stay closed.
2) Are these Metallics security screws stainless, and will they hold up outdoors?
They are 18-8 stainless steel, the common austenitic stainless used for corrosion resistance in damp and exterior locations. For coastal or heavy chemical exposure, 316 stainless is the step up, but 18-8 is the standard choice for outdoor enclosure and cover fastening.
3) Will a flat head screw sit flush on my cover plate?
Only if the hole is countersunk. The TP616SFC is a flat head, which needs a chamfered or countersunk hole to pull flush. On flat, un-countersunk sheet metal the head will stand proud. If you need a flush look on plain punched holes, a pan or truss head is the better pick.

They are sheet metal screws, so the thread is a coarse, fully threaded type that bites into thin metal, and it will also hold in wood and in most plastic or lead anchors. What they are not is a machine screw, so they will not thread into a tapped 10-32 or 1/4-20 hole in a box or enclosure boss. Check what your existing fastener is before substituting.
