1) Do I need a special bit to install spanner tamper-resistant screws?
Yes. The TP803SOC head is a spanner drive (two round holes in the face, often called snake-eye), so a Phillips or slotted bit will not engage it. You need a spanner bit or driver sized for 6-32 hardware. That is the point of the drive: once installed, nobody opens the plate without the matching tool. Order the bit along with the screws if you don't already carry one.
2) Will these replace the standard screws that came with my switch plates in a school or detention area?
Yes, as a direct swap on any plate using 6-32 threads, which is the normal device plate thread. The only change is the drive: you give up Phillips or slotted access and gain spanner tamper resistance, which is why these go into schools, transit, correctional, and public restroom installs. Confirm your plate holes are countersunk for an oval head and that 3/8 inch of length reaches your device strap.
3) Are these screws stainless, and can I use them outdoors or in a wet location cover?
They are 18-8 stainless steel, which is the common 300-series austenitic grade used for general corrosion resistance. That suits damp and outdoor-exposed device plates far better than plain plated steel. For coastal or chemically aggressive environments, 316 stainless is the step up.
4) What is the difference between an oval head and a flat head tamper screw for device plates?
The TP803SOC has an oval head, which seats in a countersunk plate hole but leaves a low domed crown slightly above the plate face. A flat head finishes fully flush. If your existing plates were drilled and countersunk for oval head screws, stay with oval, the flat head will sit deeper and can look recessed or bottom out differently against the plate.
