1) Will these Metallics screws rust in an outdoor or damp electrical enclosure?
They are 18-8 stainless steel, which is the common 300-series austenitic grade used for general corrosion resistance. That holds up in damp interior rooms, exterior boxes and washdown areas far better than plated carbon steel. For salt spray or coastal exposure, 316 stainless is the step up.
2) Why would I use a tamper resistant screw on an electrical device or cover plate?
Pin-in-star heads keep the public out of a box. On jobs in schools, transit, detention, parks, housing common areas and anywhere a cover plate or device is reachable, a tamper head means a standard screwdriver or common Torx bit will not open it. The TP205SFC is the 8-32 x 1/2 inch version in that family, which is the usual thread for device and plate mounting.
3) How is the flat head on the TP205SFC supposed to sit in the hole?
It is a flat head, which means a countersunk, 82-degree conical head that finishes flush with the surface. The mounting hole has to be countersunk or dimpled for that to work. If your plate or bracket has a plain flat-drilled hole, a pan or truss head will seat better than this one.
