1) Will the Stanley QDC311 door closer fit my aluminum storefront door?
Yes, and that's the application the QDC300 body was sized for. The closer body is smaller and narrower than a typical commercial closer, which is what lets it land on the narrow top rail of an aluminum storefront door. It mounts on a 1-3/4 inch door and covers openings 32 to 48 inches wide on exterior doors, 30 to 48 inches interior. Mount it pull side or push side, whichever the storefront header allows.
2) Can a Stanley QDC311 closer replace an existing Norton 1600 closer without re-drilling the door?
It can. The QDC300 Series uses the same footprint as the Norton 1600 Series, so the existing prep and hole pattern carry over and the door does not need to be re-prepped. 3) Do I have to order a Stanley QDC311 closer handed for a left or right hand door?

Fasteners are in the box: wood and machine screws as standard, plus sex nuts and self-reaming, self-tapping screws, also standard rather than an upcharge. That covers a hollow metal frame, a wood door, and a through-bolted aluminum stile. What's not included is a drop plate or a bracket for a shallow header or a stop-face condition, if the header reveal won't clear the arm, that's a separate part.
7) Should I order the QDC311 door closer with or without the cover?
Both builds are available in every finish. The full-size cover hides the closer body and the adjustment valves, which is what you want on a lobby or a tenant-facing corridor. Skipping the cover leaves the body exposed, common on back-of-house, service and stair doors where appearance doesn't matter and maintenance wants the valves reachable.
