1) Will an 8 inch tailpiece be long enough for my sink drain, or do I need to cut it?
An 8 inch tailpiece covers most sink-to-trap drops, and tubular tailpieces like the 801-1 are meant to be cut to length. Measure from the bottom of the strainer body to the top of the trap inlet, then trim the plain end; keep the threaded strainer end intact. If your drop is longer than 8 inches you need a longer tailpiece or an extension.
2) What does "budget" mean on the Oatey 801-1 tailpiece?
Budget is the grade designation on the 801-1, meaning a thin-wall economy tailpiece rather than a heavy 17-gauge brass one. At 0.15 lb it is a light tubular part, fine for residential sink repairs and turn-and-burn apartment work. For commercial or institutional fixtures where the trap gets disturbed often, a heavier-wall brass tailpiece holds up better.
3) Do I need anything besides the 801-1 tailpiece to finish the drain connection?
The 801-1 is the tailpiece only. You still need the slip nut and beveled washer at the trap joint, the rubber or paper washer and locknut at the strainer body if you are also replacing that, and the P-trap itself. Nothing in the tailpiece makes the seal at the strainer; the strainer's own gasket stack does.
