1) How do you join a plain end PVC special radius elbow to conduit, and do I need couplings?
Both ends are plain spigot, not belled. That means each end goes into a socket, so you join it with a Schedule 40 PVC coupling (or the bell end of a length of conduit) and solvent cement. Order couplings in the matching 3 inch or 4 inch trade size along with the elbow if the adjoining runs do not already have bell ends.
2) Can this Topaz PVC elbow be direct buried, or is it above ground only?
Both. The Schedule 40 PVC construction is rated for above ground and below ground conduit installations, which is why it shows up in duct banks and underground service runs as well as exposed runs. It is also cULus approved.

For short branch runs or a tight rough in where sweep length is not a problem, a standard radius 90 is the simpler fitting.
5) Will a Topaz special radius elbow fit Schedule 80 conduit?
The elbow is Schedule 40 PVC with plain spigot ends. Schedule 40 and Schedule 80 PVC conduit share the same outside diameter by trade size, so a 3 inch or 4 inch spigot end lands in a Schedule 80 socket fitting of the same trade size. What changes is wall thickness and impact rating, so if the spec calls for Schedule 80 through the whole run, including where it is exposed to physical damage, this Schedule 40 elbow does not meet it.
6) Will PVC hold up in a corrosive or wet environment where I would normally use rigid metal?
That is the usual reason to specify it. The elbow is noncorrosive PVC, so it will not rust or set up galvanic corrosion in wet, buried, or chemically aggressive locations, which is where metallic conduit tends to fail first.
