The mounting hole is sized for a #8 screw, with a 4.3mm hole diameter. Fasteners are not supplied, so plan on #8 sheet metal or machine screws to suit the surface you are anchoring into.

Both. Ty-Rap TC series bases mount by adhesive or screw. Two adhesive styles are offered: self-adhesive versions with the pressure-sensitive pad already applied (TC150X150A, TC150X150AX, TC150X150AX-L, TC200X200A, TC200X200AX), and plain glue/screw versions where you supply the adhesive (TC150X150, TC150X150A-L, TC200X200A-L). All of them also have the #8 screw hole, so adhesive mounts can be backed up with a fastener on painted, dusty, or high-vibration surfaces.
3) Which Ty-Rap base should I use for outdoor or sunlit runs?
Pick the UV Black versions: TC150X150A and TC150X150AX-L in 38.1mm, or TC200X200A in 50.8mm. The Natural (uncolored) polyamide bases are intended for indoor panel and cabinet work, since unpigmented nylon has no UV package.
4) Do I have to orient a 4-way entry cable tie base to the direction of the wire bundle?
