The RBC717M is sized for 16-14 AWG stranded or solid copper wire. The blue insulation is the standard color code for that gauge range, so on a panel where crimps are color-checked, blue tells the inspector it is a 16-14 terminal without pulling the lug. If you are terminating 12-10 AWG, you need a yellow-coded terminal instead; 22-18 takes red.
