Dimming is supported on ELV and TRIAC controls. With a 12V lamp the dimmer has to be paired with a compatible magnetic or electronic transformer, and the transformer type is what dictates whether you use the ELV or the TRIAC dimmer. A 0-10V or DALI control will not dim it.
2) Is this bi-pin lamp OK for an outdoor soffit or covered porch fixture?
It is rated for damp locations, so covered outdoor use such as a soffit, porch ceiling, or canopy is fine. Direct exposure to rain or a wet-location fixture is outside the rating; that needs a wet-rated lamp.
3) What halogen wattage does this 2W LED bi-pin replace?
At 2W it puts out 300 lumens, which is in the range of a small 20W halogen JC capsule. Light output is the number to match, not wattage. If you are replacing a 35W or 50W halogen in a display or landscape fixture, 300 lumens will read noticeably dimmer.
