Yes. The 818 external elbow is an 800 Series fitting and joins to 800 Series raceway sections, so it mates with runs already installed in that series. It is not a fitting for other Wiremold series profiles, since raceway base and cover dimensions differ series to series.
2) What is an external elbow used for on a surface raceway run, and when would I need an internal elbow instead?
An external elbow carries a raceway run around a 90 degree corner where the raceway wraps the outside of the corner, such as around a column or an outside wall return. If your run turns into a corner, going around the inside angle of two walls, that is an internal elbow, not this part. For a flat turn along the same wall surface, you want a flat elbow. The 818 is the external version in the 800 Series.

Wiremold's procedure is to mount the elbow at the corner, join it to the adjacent 800 Series sections, then route cable through keeping the conductors' bend radius.
6) What color is the Wiremold 818 elbow, and can it be painted to match a wall?
The 818 comes in ivory only. It is molded plastic, so the color is through the part rather than a coating, which means scuffs during install will not show a different color underneath. Field painting is a decision for your finish spec; the part as supplied is ivory.
