1) Will these self-drilling screws snap when I run them in with an impact driver?
Torsional strength is 61 lb-in minimum, with a case hardness of Rockwell C32-40 on AISI 1016-1024 steel. That is enough to drill and tap sheet steel under a screw gun, but a high-torque impact driver will twist the head off a #10 once the screw bottoms out. Use a clutched screw gun or depth-sensitive driver and back off as the washer seats. Expect roughly 2.5 seconds of drill time in a 1 mm plate.
2) Do I need to pre-drill a pilot hole for these #10 screws in metal studs?
No pilot hole. It is a Type BSD self-drilling and tapping screw, so the #2 drill point cuts its own hole and the 16 threads per inch tap it in one pass, as long as the material falls in the 0.035 to 0.110 inch panel range. Pre-drilling actually hurts holding power here because the thread needs fresh material to form against.
3) Does the washer on this self-drilling screw seal, or is it just a bearing surface?
It is an integral steel washer face, not a sealing washer. Outside diameter runs 0.384 to 0.414 inch with a thickness of 0.019 to 0.031 inch, which spreads clamp load over sheet metal and strap so the head does not pull through thin panel.
