1) Is 12-24 x 1-1/4 in. long enough for my steel-to-steel connection?
The 1-1/4 in. length gives you plenty of grip over the 0.110 to 0.210 in. panel range this screw drills, so after the drill flutes clear the back face there is still full thread engagement. Measure your total stack plus any gap and go longer if the point will not break through.

No. The TXV1278D is a Type BSD heavy duty drill screw built for steel-to-steel application. The 12-24 machine thread at 24 TPI taps metal, it will not hold in wood, and it will not drill concrete or block. Use a wood or sheet metal screw for timber and a concrete screw anchor or expansion anchor for masonry.
3) Is the TXV1278D drill screw OK for outdoor or damp locations?
It carries a zinc all-weather coating, which is what Metallics specifies for exposed steel-to-steel fastening rather than plain zinc plating. Good for exterior strut, hangers, and equipment mounting. For continuously wet, coastal, or chemically aggressive environments, stainless is the better call.
4) Does the Metallics TXV1278D have a built-in washer, or do I add one?
