1) Will a 1/4-20 machine screw thread into a standard electrical box or device knockout?
The Metallics JFM102 is a 1/4-20 UNC screw, 20 threads per inch, cut to ANSI/ASME B1.1. That mates with any 1/4-20 tapped hole or 1/4-20 nut, which is the common size for strut, box hangers, and bracket hardware. It will not thread into the 8-32 or 10-32 holes used for device mounting and cover plates in outlet boxes, so for those you need the smaller machine screw size instead.
2) Does this flat head screw sit flush, and what countersink does it need?
Flat head, so it seats flush in a countersunk hole. Head width runs 0.442 to 0.477 in. and head height 0.131 to 0.153 in., so the countersink has to be at least that wide and deep for the screw to finish level with the surface. Dimensions follow ASME B18.6.3-1998. On a plain drilled hole with no countersink the head will stand proud by up to about 0.153 in.
3) Are these machine screws Buy American or ARRA compliant for a government job?
No. The JFM102 is not Buy American compliant and is not ARRA compliant, with country of origin listed as multiple. If your project carries a domestic sourcing requirement, these screws will not satisfy it.

If you are driving volume with a power driver, a Phillips or combination head holds the bit better, so pick that instead for production work.
6) Can I use zinc plated machine screws outdoors or in a wet location?
Zinc finish over steel is a dry to mildly damp indoor plating. The Metallics JFM102 is a steel zinc screw intended for electrical, plumbing, heating and air conditioning work, which is mostly inside boxes, panels and mechanical rooms. For exterior, wet, or corrosive locations go to a stainless machine screw of the same 1/4-20 size.
7) Do machine screws like these come with nuts?
No nuts or washers are included. The JFM102 is supplied as screws only, 100 to a jar. Into a tapped hole it works on its own; through an untapped hole you need to order 1/4-20 hex nuts, and flat or lock washers if the application calls for them.
