1) Will these pass a Buy American or ARRA domestic content requirement on a public job?
No. The JFM101 is not Buy American compliant and not ARRA compliant, with country of origin listed as multiple. On federally funded or state domestic-content work you will need a domestically sourced fastener instead.
2) What screwdriver fits these, and will a power driver cam out?
Drive is a straight slot, 0.064 to 0.075 in. wide and 0.046 to 0.07 in. deep. Use a flat blade sized to the slot. Slotted drive has no self-centering taper, so a power driver will walk off the head under torque; hand driving or a slow-speed driver with steady pressure is the way to run these.
3) Can I use these zinc plated screws outdoors or in a damp location?
The JFM101 is zinc plated carbon steel. Zinc plating handles indoor and dry locations well, but it is a sacrificial coating, not stainless, so in wet, washdown or coastal exposure it will eventually corrode. For those spots specify a stainless machine screw in the same 1/4-20 x 1 in. size.
4) How many screws come in a pack of the Metallics JFM101?

It will not cut its own thread, so for fastening into bare sheet metal with no tapped hole, use a self-tapping or sheet metal screw.
6) How much grip length do I get with the 1 inch screw?
Length is 1 in., and on a flat head screw that length is measured from the top of the head, since the head sinks into the countersink. So your combined material thickness plus nut engagement has to stay under 1 in. total.
