1) Does the Metallics RSB101 stove bolt come with nuts, or do I have to buy those separately?
Hex machine screw nuts are included with the RSB101. Each 1/4-20 x 1 inch round head bolt ships with a matching hex nut sized for machine screw threads, so you don't need to source nuts separately for through-bolting a box, bracket or strap.
2) Do these Metallics stove bolts qualify for Buy American or ARRA funded projects?

5) How strong is the Metallics RSB101 stove bolt, and can I use it for a structural connection?
Rated at 60,000 psi minimum tensile with a hardness of Rockwell B70 to B100, made from AISI 1006 to 1022 steel. That is standard low carbon machine screw strength, fine for mounting boxes, straps, covers, panels and equipment brackets. It is not a structural or high strength bolt, so don't substitute it where a drawing calls out a graded hex cap screw.
6) Should I use a round head stove bolt or a flat head machine screw?
Pick the round head RSB101 when the fastener can sit on the surface and you want a wider bearing face against thin metal. Its head stands 0.16 to 0.175 inch above the work, so it is wrong anywhere something slides across it or a cover plate has to seat flush. For a countersunk hole or a flush face, use a flat head machine screw instead.
