Cover and gasket are included with the DALL-7-CG. That is what the CG suffix means, so you are not buying the body bare and chasing a separate cover kit to close it up.
2) Will the DALL-7-CG work on EMT or PVC conduit?
No. The DALL-7-CG is threaded for rigid metal conduit and IMC only. EMT runs use set screw or compression connectors and a different body, and PVC needs a solvent weld PVC conduit body. Using this one on EMT means adapting the run to threaded rigid first.
3) Is the Red Dot DALL-7-CG suitable for outdoor or wet locations?
It ships with a gasketed cover, which is what seals the body against water at the cover joint on outdoor and damp runs. The housing is die cast aluminum, so it holds up outdoors better than plain steel, though on aluminum fittings watch for direct contact with dissimilar metals or with concrete where corrosion is a concern.
4) What material is the Red Dot 2-1/2 inch LL body made of, and does it need a bonding jumper?
Die cast aluminum. Because the body and its threaded hubs are metallic and thread directly onto rigid or IMC, the conduit system carries the equipment ground through the fitting itself, so no separate bonding jumper across the body is required on a standard threaded run.
