MegaPressG is Viega's gas-rated press system, and the 26001 is a MegaPressG carbon steel reducer. Use it on black iron / carbon steel gas piping runs, not on potable water. For water in copper you would be looking at ProPress, and for water in carbon steel at the non-G MegaPress line.
3) What does Smart Connect on the Viega 26001 actually do for the installer?
Smart Connect is Viega's unpressed-connection feature: the sealing element is shaped so an unpressed joint leaks noticeably during pressure test instead of holding and failing later. On a gas line that is the check that catches a missed press before the wall closes up. It does not replace pressing with the correct MegaPressG jaw.
4) Is a carbon steel press reducer like this one OK in a damp or exterior location?
The 26001 is bare carbon steel, same as the black iron pipe it joins, so it needs the same treatment: keep it dry or protect and coat it in damp, exterior, or corrosive locations. If the run calls for a corrosion-resistant material, carbon steel is the wrong choice regardless of the press connection.
