1) Do I need a heat gun or torch to install a 3M cold shrink insulator?
No flame, no heat gun. The 8424-8 is a cold shrink tube pre-expanded on a removable core; you position it over the joint and pull the core out, and the EPDM rubber contracts on its own. That makes it usable in panels, vaults, and other spots where an open flame is not allowed and where a heat gun cannot reach.
