1) What wire size will 3M 7100027267 heat shrink tubing fit?
This is a very small tubing: 0.063 in (1.6 mm) inside diameter as supplied, recovering down to 0.031 in (0.79 mm) with heat. That suits fine conductors, single small-gauge wires, and thin splices or terminal legs. Your substrate has to be smaller than 0.063 in to slide in, and ideally at least 0.031 in so the tubing grips instead of bunching. For anything larger, step up to a bigger expanded diameter in the same thin-wall polyolefin family.
2) Is the clear 3M 7100027267 tubing flame retardant?
No. The transparent version is not flame retardant and carries no flame rating. If your panel, harness, or facility spec calls for flame-retardant tubing, you need a colored version of the thin-wall polyolefin instead. The clear is the one to use when you need to see the conductor, the label, or the solder joint underneath.

5) Is single-wall heat shrink like this enough, or do I need dual-wall adhesive-lined tubing?
Single-wall thin-wall polyolefin, which is what this is, gives you mechanical and dielectric covering but no sealant. It is the right choice for strain relief, wire marking, bundling, and covering splices inside a dry enclosure. For a direct-burial, wet-location, or outdoor connection where moisture has to be blocked, use adhesive-lined dual-wall instead, because this product will not seal to the conductor jacket.
6) Can I use this 3M tubing on 600V circuits?
The thin-wall polyolefin line is rated for applications up to 600V, so it covers standard line-voltage control and branch wiring as well as low-voltage work. Keep in mind the clear version has no flame rating, so on 600V work inside a plenum or anywhere the spec demands flame-retardant materials, go with a colored version.
