1) Will a Milbank 320 amp meter socket work for a 400 amp residential service?
The Milbank U2448-X is rated 320 continuous amperes at 600 volts AC, single phase, 60 Hertz. In utility practice a 320 continuous ampere socket is the standard socket used on a 400 amp class residential service, because 320 is the continuous (80 percent) rating of a 400 amp meter socket. It is a single meter position socket with no main breaker in the can, so overcurrent protection has to live in the panel or a separate disconnect downstream.
2) Does the Milbank U2448-X meter socket include a main breaker or disconnect?
No breaker of any kind. The U2448-X is a socket only: main breaker size is listed as No Main Breaker, the main breaker count is zero, and there are no receptacles in the enclosure. You still need a separate main disconnect or a panel with a main downstream of it to complete the service. What it does have is a lever bypass, so the meter can be pulled without dropping the load.
3) What is a lever bypass meter socket and do I need one?
Lever bypass means a mechanical lever inside the socket shorts line to load so the meter can be removed or changed while the service stays energized and the customer stays on. Many utilities require it on 320 ampere class self-contained services, and some require it on any socket a meter tech may need to pull hot. If your utility does not require bypass, a non-bypass socket of the same amperage is a simpler can. Check the utility's approved meter equipment list before you order, since the socket has to be on their list, not just correct electrically.
