1) Will a 6-32 x 6 in. round head machine screw work in a standard device box with 6-32 tapped holes?
Yes. The Metallics JRM148SLT is a 6-32 thread at 32 threads per inch, which is the thread used on device box and switch/receptacle mounting holes. What makes it unusual is the 6 inch length, which is there for reaching through thick stacks: deep extension rings, plaster build-out, mud rings on furred walls. It's a machine screw, so it needs an existing tapped hole or a nut on the back side; it will not cut its own thread in sheet metal.
2) Are the Metallics JRM 6-32 screws stainless or plated steel, and can I use them outdoors?
Plated, not stainless. These are low carbon steel with a zinc finish, made from AISI 1006 to 1022 stock. Zinc plating handles indoor and dry, protected locations. For wet locations, exterior boxes, coastal air, or anywhere the screw sees standing moisture, go stainless instead. Zinc plating is a sacrificial coating and it will eventually give up in those conditions.
3) Do these Metallics 6-32 screws qualify for a Buy American or ARRA funded job?

If the job calls for a graded fastener on a structural connection, this isn't it.
8) Can I cut a 6 in. 6-32 machine screw down to a shorter length?
You can. The JRM148SLT is low carbon steel, AISI 1006 to 1022, at Rockwell B70 to B100, soft enough to cut cleanly with a screw cutter or bolt cutter jaw and chase the end with a file or die. Cutting is common practice with long 6-32s where the exact stack thickness varies opening to opening. Be aware the cut end loses its zinc plating, so a trimmed screw in a damp location will start rusting at the tip.
