Yes. The C71U ring is made for a 1/4 inch bolt or stud, so it lands directly on 1/4-20 breaker lugs, ground studs, and busbar studs of that size. A #10 stud would let the ring float and a 5/16 stud won't pass through.
3) What does the 90 degree bend on this ring terminal do for me?
The C71U's ring sits at a right angle to the wire barrel, so the conductor runs parallel to the panel face and the ring lands flat on a stud mounted perpendicular to it. That's what lets you terminate in a shallow enclosure or a tight gutter without putting a hard bend in the wire itself. If your stud faces the same direction as the wire run, use a straight (flag-free) ring terminal instead.
