1) Is this a toilet flush valve or a urinal flush valve?
Urinal only. The Ultima 6045101 flushes at 1.0 gpf (3.8 Lpf), which is a urinal volume, and it connects to a 3/4 inch top spud rather than the 1-1/2 inch spud a water closet uses. For a toilet you need a closet flush valve at 1.28 or 1.6 gpf with the larger inlet.
2) Can I adjust the flush volume on this valve down or up after it's installed?
No. The Ultima 6045101 has no external volume adjustment, so it flushes at a fixed 1.0 gpf (3.8 Lpf). If your job spec calls for a different urinal volume, you need a different valve, not a field adjustment on this one.
