1) Does the Ultima Selectronic urinal valve need wiring or a transformer?
No hardwiring and no transformer. The PWRX battery is installed in the valve and is rated for 10 years of service, so the rough-in is plumbing only. That's what makes it practical for a retrofit where there's no power at the fixture.
2) What happens to this touchless urinal valve if the battery dies or the building loses water pressure?
It fails closed. On loss of power or water pressure the valve automatically shuts, so you don't get a continuous-run flood. There's also a fully mechanical manual override that flushes the fixture without any power at all, which is the feature that keeps a restroom in service until maintenance gets there.
