1) What wire sizes does the Blackburn ICS70-1 service entrance splice take?
The ICS70-1 is a two-conductor splice with an A side sized for 1 through 2 AWG stranded conductor and a B side sized for 6 AWG solid. It joins one run to the other in a single compression body, so the two ends are not interchangeable: put the larger stranded conductor in the A port and the 6 solid in the B port.

Yes. The ICS70-1 complies with ANSI C119.4 when properly installed on aluminum-to-aluminum or aluminum-to-copper conductors, so it is rated for a mixed AL/CU splice as well as all-aluminum. It is also RUS accepted, which matters on utility and rural electrification work.
3) Does the Blackburn ICS70-1 need a special tool to install?
It is a compression connector, so it has to be crimped with a compression tool and the correct die, not tightened with a wrench. Nothing threads or bolts on. Plan the die and tool into the job, since they do not come with the splice.
