1) Does the American Lock A3572WOKA padlock come with a cylinder core?
No core is included. The A3572WOKA ships as a Small Format Interchangeable Core body only, so you supply and snap in your own SFIC core in whatever keyway your facility already runs. That is the point of the WO (without cylinder) version: you key it to match your existing door hardware rather than adding another key to the ring.
2) Which SFIC keyways will this American Lock brass padlock accept?
It takes small format interchangeable cores in a choice of 16 keyways, including Best, Arrow and Falcon, so the padlock can be keyed into the same system as the door locks in your building.
3) Will a 3/8 inch shackle fit through my hasp, and how much clearance does it give?
The shackle is 3/8 inch diameter with a 3/4 inch clearance between the legs and 3 inch shackle length, so your hasp eye needs to pass a 3/8 inch bar and the hasp staple stack has to fall inside that 3/4 inch opening.
