No. The J142R is a hammer drive anchor, which depends on solid base material to grip the expanded body. Use it in poured concrete, solid masonry, or the solid web of block. For hollow block, drywall, or hollow tile you need a toggle or sleeve style hollow wall anchor instead, because the drive pin has nothing to expand against in a void.
2) Is the Metallics J142R anchor suitable for outdoor or damp locations?
The J142R is steel with a zinc plating. Zinc plated steel is fine for dry interior work such as mounting conduit straps, strut, boxes, and fixture backplates to concrete. For exterior exposure, washdown areas, or anywhere it sees standing moisture, stainless is the better choice since zinc plate is a sacrificial coating rather than a corrosion barrier.
3) What does the RH mean on the Metallics J142R drive anchor, and will the head hold a conduit strap?
RH is round head. The head sits proud on the surface with a broad bearing face, which is what you want when fastening a one or two hole conduit strap, a stud clip, or a sheet metal bracket flat to concrete. It is not a flush or countersunk head, so if your fixture needs the fastener to sit below the surface, this is the wrong head style.
