1) Can I use a wedge anchor like this in block or brick instead of concrete?
No. Wedge anchors are for solid, cured concrete only. They work by wedging a clip against the wall of a drilled hole, and hollow CMU or brick will crush or blow out instead of holding. For block walls use a sleeve anchor, a screen tube with adhesive, or a toggle-type anchor sized for the cell.
