Wedge anchors are for solid, poured concrete only. The JTS5412D will not hold reliably in hollow block, brick, grout-filled CMU, or drywall, because the expansion clip needs solid material to bite into. For hollow base materials use a sleeve anchor or a toggle; for block webs, a screw anchor rated for CMU.
2) Can a wedge anchor like this be removed or reused later?
No. A wedge anchor is a one-time set. Once the clip expands against the concrete, the body stays in the hole. You can back the nut off and cut or drive the stud below the surface, but you cannot pull the JTS5412D back out and reuse it. If you need a removable connection, use a threaded insert or a female drop-in anchor instead.
