1) Do I need an anchor or shield to install a 1/4 inch hex head concrete screw?
No shield, sleeve, or plug is needed. A screw anchor like the LCS14300 taps its own thread directly into a properly sized hole in concrete, block, or brick, so you drill, blow the hole clean, and drive it with a hex driver. That is the main reason electrical and MRO crews use them over a drop-in or a lead shield: one-step install and the fastener can be backed out and the fixture removed without destroying the hole.
2) Is a zinc plated carbon steel anchor OK for outdoor or wet locations?
Zinc plated carbon steel is a dry, indoor-rated finish. The LCS14300 is fine for interior concrete and block work: strut, conduit standoffs, panel and enclosure mounting, equipment bases. For exterior walls, parking structures, pool rooms, coastal sites, or anywhere subject to standing water or chlorides, specify a stainless or heavier coated screw anchor instead.
