1) What is the Metallics 1408ST setting tool used for?
It's the setting tool for 3/8-16 machine screw lead anchors. You drill the hole, drop the lead anchor in, then drive the tool into the anchor's cone to expand the lead against the masonry wall. Without it the anchor never sets properly and the machine screw pulls out.
2) Will the 1408ST set 1/4-20 or 1/2-13 lead anchors too?
No. The 1408ST is sized to the 3/8-16 machine screw lead anchor only. Setting tools are size-specific, so a 1/4-20 or 1/2-13 anchor needs its own matching tool, otherwise you either won't seat the cone or you'll damage the anchor body.
3) Do the lead anchors come with the Metallics 1408ST, or is it the tool only?
Tool only. The 1408ST is the setting tool, bagged individually. The 3/8-16 machine screw lead anchors and the machine screws or threaded rod you're fastening with are ordered separately.
